Boiler Operative National Qualification
Devised in consultation with the Health & Safety Executive, the insurance industry, manufacturers of boilers and associated equipment, and employers, with the practical and financial support of The Carbon Trust.
The CEA has devised a scheme recognised by industry, insurers and HSE, which provides a comprehensive qualification for operators of industrial and commercial boiler plant.
Since the demise of the former City & Guilds boiler operative qualification, there has been no nationally-recognised qualification. The CEA seeks to fill that gap.
The syllabus has been devised in consultation with HSE, the insurers, trainers and employers. It is based on the former City & Guilds syllabus, but updated and expanded to include, not only safe operation, but energy efficiency, environmental control, and the latest developments in automatic and remote control.
The qualification can be obtained in two alternative ways:
- By attendance on an approved training course.
- By application for assessment for those who can demonstrate
sufficient experience.
In cases where a candidate attends an approved training course, the assessment will be carried out within the course. Where the experienced candidate just applies for assessment, he will be required to attend a one-day assessment course, which will include oral and written processes.
In all cases the candidates will be issued with log books where they will be required to record all working operations of the boiler plant under their control over a period of three months, at which time an ‘on site’ interview will be conducted.
The qualification is available in various categories as follows:
- Hot water boilers
- Steam boilers without steam raising in tubes (<15 barg)
- Steam boilers with steam raising in tubes (<32 barg and <20 tonnes/hr)
- Large water tube boilers
Assessment at the higher category would offer a presumption of competence at a lower category.
Qualification
Successful candidates will be eligible to use the designation ‘Certified Industrial Boiler Operative’ (Cert.IBO).

National Register
A public register will be kept by the CEA and is available on request. This will enable prospective employers to authenticate the qualification.
Certificate of Assessment
Each successful candidate will receive a certificate, which will indicate his competence to operate the grade/type of plant specified. This qualification will remain valid for a period of five years before re-testing is required. It is stressed that the assessment is an individual one of competence and not a corporate measure of compliance.
Additional Benefits
Successful candidates will qualify for one year’s free membership of theCombustion Engineering Association and will receive a copy of the CEA
‘Guide to Steam Plant Operation’.
Energy Efficiency Saving
To encourage employers, The Carbon Trust will provide free surveys to
organisations with energy bills greater than £50,000 per year. Smaller companies
with energy less than £50,000 can also benefit from advice over the phone from
our energy experts by calling the Helpline on 0800 58 57 94.
Interest free loans for small to medium sized enterprises can be provided for the purchase of energy efficient equipment. Full details will be given to all applicants.
